Every acre in Hawaii sits in one of four statewide land-use districts, Urban, Rural, Agricultural, or Conservation, set by the State Land Use Commission under Hawaii Revised Statutes Chapter 205. That state layer sits on top of the regular county zoning, so a parcel answers to both. The breakdown tells the story: roughly 48 percent of the state is Conservation, 47 percent Agricultural, 5 percent Urban, and under half a percent Rural (Hawaii Land Use Commission). Hawaii adopts a statewide building code based on the International Building Code and International Residential Code, and each of the four counties adopts and enforces it through its own building department (Hawaii Department of Accounting and General Services, State Building Code). There is no no-code rural county here the way there is in Arizona or Tennessee. You pull a permit, you submit plans, and an inspector signs off.
Call the county building department before you make an offer and ask what a permitted dwelling actually requires on this specific parcel, because the State Land Use district and the county zoning both apply. On Agricultural land the permit can hinge on an agricultural use, and a structure that would be routine on the mainland can need engineering for hurricane wind load and, in some areas, a raised foundation for lava or flood. This is the fact that reorders everything people expect about Hawaii. In the Big Island's Puna district, and in subdivisions like Hawaiian Acres, Orchidland Estates, Hawaiian Paradise Park, and Leilani Estates, there is no county water line, so a well or rain catchment is the only household supply (Hawaii County Department of Water Supply). Drilling is rarely the answer: a well in East Hawaii has to go down through layered lava rock to reach a usable water lens, which is slow and expensive, and many lots sit too high above the water table to make it pay.
So catchment becomes the norm, not the backup. A roof feeds a large tank, and that tank is the house's water. The Big Island's windward side gets the rain to make it work: Puna runs roughly 100 to 180 inches a year, far more than catchment needs (University of Hawaii). The leeward and higher-elevation parts of the islands get a fraction of that, which is the catch. Catchment is abundant where the rain is, and thin where it is not, so the rainfall on the exact parcel decides whether this works.
Before you buy, find out three things: whether county water reaches the lot (in most off-grid Puna subdivisions it does not), what the parcel's annual rainfall actually is, and what a well would cost if catchment is not enough where you are. On a dry leeward lot, hauling water or trucking it in can become a recurring bill, not a one-time cost. Treat the water plan as the parcel's make-or-break, the way a mainland buyer treats the well.

Hawaii does not require a permit to put a catchment system on your own home, and the Hawaii Department of Health does not regulate individual household systems. What the Department of Health's Safe Drinking Water Branch does is publish catchment guidance, and it points owners to the University of Hawaii College of Tropical Agriculture catchment guidelines for safe design, filtration, and testing. The state even subsidizes a yearly lead-and-copper test for catchment homes.
Catchment water is rainwater off a roof, so it needs filtration and treatment before you drink it, and the roof material and gutters matter as much as the tank. Follow the Department of Health and University of Hawaii catchment guidance from the start, size the tank for the parcel's driest stretch, not its average, and test the water on the schedule the state recommends. A well-run catchment system is a normal way to live across Puna, not a hardship. A neglected one is how people get sick.

A cesspool is a covered pit that takes raw sewage straight into the ground with no treatment, and Hawaii had about 88,000 of them, more per capita than any other state, around 50,000 on the Big Island alone. New cesspools have been banned statewide since 2016 under the Hawaii Department of Health's wastewater system rules, and Act 125, passed in 2017, requires every existing cesspool to be replaced with an approved septic or aerobic treatment system by 2050 (Hawaii Department of Health, Wastewater Branch). The Department ranks areas by priority based on the risk to drinking water and coastal waters, so some conversions come due well before the 2050 wall.
If you build new, plan for a permitted septic or aerobic system from day one, because a cesspool is no longer an option. If you buy a lot or a place with an existing cesspool, treat the conversion as a cost you will carry, not a problem the previous owner solved, and check the Department of Health priority area, because a high-priority parcel may face a deadline long before 2050. - Water: this is where Hawaii differs from the mainland. Clearing a homesite runs $1,000 to $4,000 an acre, and on a lava lot that can mean breaking rock, not pushing dirt.

Off-grid land averages around $115,000 an acre statewide, with an average listing near $900,000 (LandSearch), but the cheap Puna lava-zone lots are the exception that draws off-grid buyers, sometimes well under that. The hazard zone is the price. There is a second price the listing does not show: in USGS Lava Flow Hazard Zones 1 and 2, where the cheap Lower Puna lots sit, the regular homeowners-insurance market has withdrawn, so coverage comes only from the Hawaii Property Insurance Association (HPIA), the state insurer of last resort created under Hawaii Revised Statutes Chapter 431, which caps a dwelling at $450,000 and runs roughly $6,000 a year for a small Zone 1-2 home versus about $1,400 in Zone 3 and up. Because coverage is HPIA-only and that cap often falls below a lender's replacement-cost requirement, conventional, FHA, and VA mortgages are largely unavailable on these parcels, which makes the cheap lava-zone lots cash-only in practice. Land is separate from the development total below.
