Where does zoning even apply?

Zoning isn't national — each state decides who controls rural land. In a few states counties can't zone unincorporated land at all, much of the rural South and Mountain West is commonly unzoned, and across New England it's towns and townships that decide. Greener states generally mean less zoning to clear — always confirm the specific county or town.
