The sun is relentless in the good way, the land is cheap, and most rural counties barely regulate how you build. That is why nearly every best-states-for-off-grid list ranks Arizona near the top. Our own parcel data does not, because of the one factor those lists underweight: water.

Our engine scored its most rural counties on the actual land and ranks it #44 of 50. We scored the dirt; they ranked the reputation, and Arizona's rests on the parts you can see, the sun and the cheap land, not the water you cannot.
Those parts are real. Arizona averages about 6.5 peak sun hours a day with 300-plus days of sunshine, among the highest solar potential in the country, and parts of the south reach 7 to 8. Remote desert land sells for under $1,000 an acre in parts of Mohave, Apache, and La Paz counties, against a statewide rural median around $4,800. Natural hazards are low and the flat desert is about as buildable as land gets, which is why those two dimensions score perfect.
Then there is water. Statewide precipitation is approximately 12.2 inches a year (NCEI long-term statewide mean), and most desert basins fall in the 7 to 20 inch range, too little for rain catchment to be a primary supply. Groundwater is dropping in several basins, and a domestic well commonly costs $30,000 to $40,000 or more to drill (Arizona Department of Water Resources). For a homesteader, the same dryness becomes a short, hard growing season, which is why food scores 9 of 15. So the read is simple: Arizona is a strong state for an off-gridder who can solve water and lives on solar, and a tougher one for a homesteader who needs the land to feed them.
By our per-county scores across the rural counties we sampled, the high country beats the cheap basins: Gila County (82) in the central highlands leads, then Graham (75), Apache (73), and Coconino (73) up on the cooler, wetter Colorado Plateau. The sun-baked low-desert basins the rankings love, Mohave (64) most of all, score lowest, because land you cannot water is not a bargain. If you only remember one thing, look at the high country first.

Arizona has no statewide residential building code, so the rules swing from almost nothing to strict depending on where you buy, which is why the county sections below matter more than the state ones. There is no single Arizona answer. With no statewide code, Arizona accommodates alternative building materials, rammed earth, straw bale, adobe, and compressed earth block, county by county through adopted model codes and county ordinances (Coconino County's earthen building code, the Maricopa Association of Governments earthen-and-straw-bale standard, IBC Section 2109 for adobe where a county adopts it), not through a statewide statute that explicitly allows them.

Greenlee County has no residential building code at all, the most permissive option in the state. Apache County is off-grid-friendly but does require a building permit for the house, plus permits for solar electric systems and outbuildings over 200 square feet. Most other rural counties do require a permit and a site plan showing your structures, septic, and water, but several offer an owner-builder path: Cochise County lets you opt out of submitting plans and inspections on 4-plus rural acres, with a 296-square-foot minimum dwelling. The strict end is Pima County around Tucson, where impact fees can run $8,000 or more.
Call the county building department before you make an offer, and ask three things: whether a residential permit is required at all, whether there is an owner-builder or opt-out path, and what the impact and permit fees run. The answer can differ by tens of thousands of dollars one county line over.

Any well pumping 35 gallons per minute or less for household use is exempt from the heavier groundwater permitting, and you may irrigate less than 2 acres on it (ARS 45-454). Before drilling, you file a 55-40 Notice of Intent to Drill with the Arizona Department of Water Resources, usually after the county health department signs off on your site plan.
The catch is two parts. First, cost: desert wells are deep, and $30,000 to $40,000 or more to drill is common, sometimes the most expensive line in the whole project. Second, location: much of populated Arizona sits inside an Active Management Area (AMA), where groundwater is actively regulated. An exempt domestic well still works inside an AMA, but the rules are stricter, and the long-term water picture is exactly the one those areas were created to manage. AMAs are no longer only a populated-area concern: in December 2024 the Arizona Department of Water Resources designated the Willcox Groundwater Basin as the state's seventh AMA, the first created by direct ADWR director order rather than a local vote, and it covers parts of Cochise and Graham counties. Inside any AMA, new commercial irrigation of 2 or more acres requires a grandfathered right that new buyers will not have (ARS 45-452), so check ADWR's AMA maps for your parcel before you count on irrigating it. Groundwater is declining in several basins, so a well that comes in today is not a promise for the decade.
Get nearby well-depth and yield records before you buy, and price the well as if you will pay to drill it, because you almost certainly will. Two parcels an hour apart can sit over completely different water.

You can harvest rainwater even for potable use as long as you meet plumbing-code treatment standards, and under ARS 33-1816 an HOA cannot prohibit a water-saving device or water-conservation practice, and it may still set reasonable placement rules. The statute does not name rainwater systems by term, so whether a rainwater-harvesting system counts as a protected water-saving device is an inference rather than spelled out; the clearest explicit HOA rainwater protection in Arizona comes from local ordinances such as Tucson's. Verify with your HOA documents and local code. The honest limit is physical, not legal: at 7 to 20 inches of rain a year across most of the state, catchment is a real supplement and a serious backup, but on most parcels it is not enough to be your only water. Pair it with a well, or buy in one of the wetter high-country counties.

Composting toilets are legal and can be your only method of human-waste treatment in the right situation, and greywater (from your shower, tub, bathroom sink, and clothes washer) is allowed under a statewide general permit, with no individual permit needed for a single-family home (ADEQ rules).
Kitchen-sink water is not greywater in Arizona. So even a composting-toilet, greywater-only setup still needs a small septic system to handle the kitchen drain. Budget for it, and do not assume an alternative system lets you skip septic entirely.

These are the ranges our property report generates for a parcel like this, from the same cost model that runs on every paid report:
- Well: $35 to $75 a foot to drill, and desert wells run deep, so $30,000 to $40,000 or more is common (Arizona Department of Water Resources), plus a $2,000 to $5,000 pump and pressure tank. On the worst parcels it is the single biggest line on the project.

A landlocked parcel needing a half-mile or more of new road can run past $100,000 a mile. Clearing a homesite runs $1,000 to $4,000 an acre.

A manufactured home is allowed widely with a setup permit, and a tiny home on a permanent foundation is treated like any small house. But most counties only allow a full-time RV residence on land zoned for RVs or mobile homes. The friendly exceptions are real and worth targeting: Apache County allows living in an RV while you build, but it is discretionary, not automatic: an RV dwelling permit may be issued by the planning director when there is no other principal dwelling, and a temporary RV permit ties to an active building permit and requires an approved septic connection. Mohave County allows a temporary RV residence on Agricultural-Residential or rural-undetermined zoning as long as you keep a current septic permit.
If RV living is the plan, confirm it in writing with the specific county before you buy. "Arizona allows it" is not true everywhere, and a hostile RV ordinance can sink an otherwise-perfect parcel. A tiny home on wheels is treated like an RV, not a house.

Arizona is an open-range state, and its Right-to-Farm law (ARS 3-112) gives an agricultural operation conducted on farmland a rebuttable presumption that it is reasonable and not a nuisance, provided it follows good agricultural practices and was established before the surrounding nonagricultural uses (University of Arizona Cooperative Extension). That presumption is a legal defense, not a bar to lawsuits, and it does not apply where the operation has a substantial adverse effect on public health and safety. Livestock rules then come down to county zoning and lot size. The harder side is physical: water and a short growing season are the real constraints on raising food here, which is why the high-country counties, Gila, Graham, and the Plateau, tend to suit homesteaders better than the cheap southern basins.

- Greenlee (east, on the New Mexico line): the blank slate. No residential building code, and our data scores it a solid 71. The constraint here is remoteness and water, not law.
- Apache (northeast, on the Plateau): among the most off-grid-friendly in the country. Off-grid-friendly but a building permit is still required for the house, RV-while-building permitted, and a 73 score that reflects cooler, slightly wetter high country. One of the easier places in the state to actually pull this off.
- Mohave (northwest): the cautionary one. The cheapest land in the state and a magnet for off-grid rankings, but our lowest Arizona score at 64, because the water math is brutal in the low desert. The bargain is the trap.

- Confirm the county's building and RV rules in writing. They run from no code at all in Greenlee to $8,000-plus impact fees in Pima, and full-time RV living is allowed in some counties and barred in others.
- Make a passing septic soil and site evaluation a condition of your offer, before you close. Rocky or caliche-heavy desert ground can force a pricier engineered system.
- Pull the recorded deed restrictions. Private covenants can ban RVs, manufactured homes, or outbuildings even where the county allows them.
